Shelly Welch - President



Shelly Welch was born and raised in Shawnee, Oklahoma. She graduated from Shawnee High School in 1987 and went on to attend East Central University, where she earned a degree in Finance in May 1991. Shelly has built a distinguished career with Finley & Cook PLLC, where she has worked for over 30 years and currently serves as the Financial Writeup Manager. Her extensive experience and dedication reflect a strong commitment to excellence in her field. In addition to her professional work, Shelly is actively involved in her community and serves as a CASA volunteer with Youth & Family Resource Center, advocating for children in the court system. She has a heart for service and enjoys giving back in meaningful ways. Outside of work and volunteering, Shelly loves spending time with her family. She especially enjoys being at the horse barn, where she can often be found watching Brooklyn ride Surrey.

Ron Duffell - Treasurer



Ron Duffell brings more than 20 years of experience in commercial banking to his role, with a strong focus on commercial real estate financing. He holds a bachelor’s degree in Finance from Southeastern Oklahoma State University and is a graduate of the Southwest Graduate School of Banking at Southern Methodist University.
Throughout his career, Ron has developed extensive expertise in financial analysis, lending, and relationship management, helping businesses and organizations navigate complex financial decisions. His depth of knowledge and strategic perspective provide valuable insight and guidance.

Rachel Sain - Vice President



Rachael Sain is a local nonprofit professional with over 13 years of experience in the nonprofit sector. Currently, Mrs. Sain works at Project: SAFE as their Operations Manager.  Mrs. Sain also provides guidance and expertise in the areas of policy development, administration, human resources and social services to area nonprofits through independent consulting, board involvement and/or partnerships. Mrs. Sain is passionate about serving others, empowering vulnerable populations, advocating for systemic change, and building up valuable service agencies that make meaningful differences.

Kerri Keck - Secretary



Kerri brings 20+ years of leadership experience to the Youth & Family Board.  Kerri enlisted in the United States Army in 1997.  She served in the Army for 23 years, with 10 years as an enlisted Soldier and non-commissioned officer, and 13 years as a commissioned officer.  Throughout her career, Kerri led diverse teams in demanding operational environments culminating in her role as the Executive Officer of an engineer battalion where she led mission planning and execution for a 500+ person unit.  She deployed to Bosnia in 2000 and to Afghanistan in 2003-2004 and 2011-2012.  Kerri has a service mindset and is an active community volunteer.  She holds a bachelor’s degree in Criminal Justice from the University of Oklahoma and was named distinguished honor graduate of her Officer Candidate School class.  During her career, Kerri was awarded three Army Achievement Medals, three Army Commendation Medals, one Joint Service Achievement Medal, three Meritorious Service Medals, one Bronze Star Medal, and the U.S. Army Engineer Regiment de Fleury Medal for leadership and service.  She brings an extensive mission planning and execution background to the Y&F board.

Sarita Hayes - Board Member



Sarita has been a proud member of the Shawnee community for more than two decades and is deeply committed to the place she calls home. A graduate of Shawnee High School and Oklahoma Baptist University, she is now raising her three sons in the same community that shaped her.

Sarita is passionate about fostering strong community connections and giving back through meaningful service. She values time spent with family and friends and is dedicated to investing her energy and talents into initiatives that strengthen Shawnee for generations to come.

Jamie Reed - Board Member



Jamie was born and raised in Joplin, Missouri. She earned a bachelor’s degree in Biology from Missouri Southern State University and an associate’s degree in Mortuary Science from Kansas City Kansas Community College. In 2021, she relocated to Shawnee, Oklahoma, where she became a co-owner of Walker Funeral & Cremation Service. With more than a decade of experience as a licensed funeral director and embalmer, Jamie is dedicated to guiding families with compassion and professionalism through some of life’s most difficult moments. To further support those she serves, she pursued a Master’s degree in Thanatology—the study of death, dying, grief, and bereavement.

Outside of her professional life, Jamie enjoys running, bowling, working outdoors, tending to her many houseplants, and caring for her cat tribe.
